For this situation, you need a resinous mortar cap with more then just resin and aggregates.
The FloroBuild XT incorporates top quality epoxy resin, graded aggregates and graded Steel particles to produce a trowel applied mortar cap for the most extreme conditions.

Epoxy Flake Flooring

It is important to wait for the epoxy to flow and begin to react before broadcasting the flakes. If the flakes go on too soon, they may begin to sink into the pigmented epoxy creating the "halo" effect around the chip edges. Also, you should prime first.

Preparation of concrete - Oil Stains

Dear Anonymous,
Since your garage still has a lot of stains, the job of preparation may not be complete, especially if the stains are still oily. If the stains are not oily, your best bet is to prime with a solvent based primer for better adhesion. Assuming you are not in a VOC restricted area, Florock System 3000 would do the job.
